Desenvolvimento municipal e eficiência dos gastos públicos em Minas Gerais: uma análise do IDHM

As important source of information in the definition of public policies, the Brazilian municipal HDI needs to consider, in addition to the economic and social situation of the municipality, the efforts involved in the search for better results. The present paper, therefore, aims to include a public spending efficiency index in the HDI calculation, so that it also reflects the quality of the management of financial resources used in health and education. To do so, it relies on the methodology of Data Envelopment Analysis (DEA), complemented by a spatial analysis aimed at identifying municipal clusters of efficiency. The results indicate that the measurement and comprehension of municipal development can be enriched by this proposal. Specifically, although more efficient municipalities are not necessarily more developed, the reverse is not observed, as low levels of development involve considerable inefficiencies, signaling that better spending management is a necessary condition for overcoming underdevelopment.
