A construção social de mercado na operacionalização das compras públicas junto à agricultura familiar

The National School Meals Program – PNAE guarantees school meals for basic education in public schools. The objective is to analyze the social relationship of the market through the institutional dynamics between city halls and family farmers, seeking to know the advances, obstacles, and resources involved. Research developed in the Western region of Maranhão/Pre-Amazon, through a multicase structure and qualitative method using Similitud Analysis, Analysis of Specificities and Confirmatory Factor Analysis. The results indicate that the PNAE has notorious importance as a social market for family farmers. As for the obstacles, the reduced number of associations participating in the public call stands out through documentary obstacles in the regularization of the legal DAP of the associations. The analysis of the inspection reports showed points that need to be overcome in the formation of prices and in the absence of inspection in the execution of the program.
