The objective of the work was to build a Social and Health Index (ISS) to assess the quality of health of the population in the municipalities of Northern Minas. Therefore, the study presents a brief discussion about the role of the State in health in Brazil, as well as the creation and trajectory of the Unified Health System; and, it also addresses the concept and characterization of the main health, social and economic indicators in the North of Minas. To estimate the ISS, factor analysis was used, based on 9 (nine) socioeconomic and health indicators. From the results, it was found that the North of Minas had a low average value for the ISS (18.29%), demonstrating that the region still has many challenges related to health, so that quality health is provided in a broad and equality to the entire population.
